Please take note of Local 110 Bylaws Section 19- all requirements of this section must be met before being issued membership in Local 110.

SECTION 19 –MEMBERSHIP

1. Any member who applies to join Local 110, if they are accepted, will pay an initiation fee in the amount of one hundred dollars ($100.00),plus membership card fee, excepting that:

Those members who lapse out of the union from October 23, 2004 and after, will pay an additional amount of money which equals the amount owed for union dues and fines at the time of lapsing, plus a $200.00 reinstatement fee, to reinstate their membership. This amount must be paid in full not more than 30 calendar days from the date of the vote of acceptance by the general membership. The insulator who fails to pay the full amount owing within this time will not be reinstated as a member and will have to reapply for membership.

2. Any individual that makes application to Local 110 and is rejected by vote of the membership.

  • First rejection they will not be able to make new application for a minimum 3 calendar months.
  • Second rejection they will not be able to make new application for a minimum of 6 calendar months.
  • Third or more rejections they will not be able to make new application for a minimum of 12 calendar months.

3. All new members, including members who are transferring their membership to Local 110 must complete New Member Orientation within 180 days from the date they were voted into Local 110 or their membership is void and they will have to reapply for membership.

4. New member orientation will be held in Edmonton and Calgary once every month and in Red Deer and Fort McMurry once every two months.

5. Permit members and Travel Card members requesting membership will not receive their union card and Local 110 will not accept a transfer card, until after the member has taken the oath of membership referred to in the International Association of Heat and Frost Insulators and Allied Workers Constitution at the New Member Orientation.

 

Extension of GPMA Terms and Conditions to Aluma for Long-Term Maintenance at Suncor.

Please see below for the changes to the terms and conditions for Aluma Systems Suncor as set out by the General Presidents Maintenance Committee.

Take note that any member who chooses not to transfer from the existing NMA terms and conditions to those of the Suncor GPMA will be provided a clean-lay off. This has been the historical practice for changes of this nature and is mandatory due to the fact that the employment conditions have been altered for these employees since the time of dispatch.

Dear Participants,


The purpose of this communication is to confirm and inform affected parties that the General Presidents’ Maintenance Committee for Canada has extended the terms and conditions of the Suncor GPMA agreement to Aluma Systems Inc. for long-term maintenance work at this site. The affected trades are Carpenters Local 1325 and Insulators Local 110. Implementation will be effective as of July 28, 2016.


Based upon our discussions with Aluma, the current work is being executed under the Alberta NMA, however the Employer has a long-term commercial arrangement with the Client for work that falls within the scope of long-term maintenance. The Client has requested that they transition over to and operate under the terms and conditions of the GPMA for this work moving forward. It was communicated that the Employer stood to lose the current contract if they continued to perform their long-term maintenance under the Alberta NMA.


Aluma Systems has been a long-standing Signatory Employer to both the GPMA and NMA agreements for a number of years and unfortunately with the current economic environment there is no guarantee that this work would be awarded to a unionized maintenance contractor. The Committee has always had a vested interest in protecting the current work of our Employers and ensuring that the terms and conditions of our agreements provide harmony to the labour force on the job site. For the reasons expressed above the terms and conditions of the GPMA agreement have been extended to Aluma Systems Inc. The leadership within the Committee felt that this is the best possible solution for all affected parties as this extension will allow Aluma to continue operating at site and by extension continue to provide our rank and file members with sound and stable job opportunities.


Our office recognizes that this communication serves short notice to the affected parties and would like to extend a thank you for their understanding and willingness to find remedy to the situation as it was presented. The Committee would have liked to take a few days to effectively communicate and address any concerns surrounding this disposition, however extenuating circumstances required immediate action. Please be advised that this development will not be precedent setting and any future inquires of this nature will be reviewed and assessed independently.

Orderly Closure of Irex Group of Companies Canadian Operations (ALTAIR)

Brothers and Sisters 

I have received notice from Dean Seidler VP of operations for Insulmax Construction Services that Altair Contracting is completing final contracts and outstanding payables before closing the doors by September 2017.

It is always a sad day when a union contractor is shut down by their parent corporation, however, the loss of a contractor such as Altair (previously AC and S) who have provided hundreds of members with decades of union employment is a major impact to our union and the mechanical insulation industry in Alberta.

With the economic down turn throughout Canada the competitiveness of our contractors is coming under scrutiny from their parent groups and shareholders, with the final decision to keep the doors open coming down to economics. Local 110 has only a few Alberta based contractors that are not owned by foreign multinational companies. As such Altair maybe the first but most likely will not be the last to close their doors due to the downturn in oil prices.

ICG Contracting Canada Ltd.

Notice of Suspension of Certain Contracting Activities in Western Canada

Irex Corporation and ICG Contracting Canada LTD. announce that they have suspended bidding activities and have commenced an orderly closure of several Irex Contracting Group businesses in Western Canada.  This includes Altair Contracting ULC (Altair) and the Industrial Division of Enertech Specialty Contracting LTD. (Enertech Industrial).  Insulmax Construction Services LTD (Insulmax) will continue to operate as a support services company, broadening its scope to include estimating services to various Irex companies in the United States. Enertech’s Commercial Division (Enertech Commercial) will continue to operate pending a more complete review of its strategic opportunities. 

Throughout this period of transition, staff will remain on hand at both Altair and Enertech Industrial to ensure that all existing customer and supplier commitments are honored in full. Departing employees of any affected business will be provided transitional assistance and support. Continuing employees will be provided additional training and resources, as appropriate.

 Regrettably, the severe and potentially long-lasting market decline in the Canadian oil sands area has made these changes necessary. Fortunately, we see continuing opportunity for Enertech Commercial and Insulmax; and we will remain alert for other opportunities for Altair and Enertech Industrial to renew operations in the months and years to come.

NMC/GPMC Industry Update

Dear Brothers and Sisters,


I would like to begin this letter by offering two words I think you should hear more often: thank you. You are the men and women who have built and maintained the utility and energy infrastructure that powers Albertans’ lives and the country’s economy. Every Canadian has benefitted from the development of Alberta’s oil and natural gas deposits, be it through a job (either directly or indirectly attached to the sector) or the billions of dollars generated for government.


Unfortunately, the economic climate in Alberta has changed dramatically. The province’s fortunes have fallen alongside oil prices. Investment has declined sharply as companies either postponed or canceled projects altogether. Making the situation even worse, these companies have also had to cut operating costs in a bid to keep their heads above water. More than 63,000 Albertans lost their jobs in the first eight months of 2015 alone, and that number continues to grow. The losses have been so great that even if you have not been directly affected, you likely have a family member, friend, or neighbor who has.


While economic conditions in the province will eventually stabilize, it is unlikely to happen soon. Alberta’s GDP is projected to shrink by another three per cent this year. The implications for our members are clear. With the downturn in the construction market, there are fewer projects to bid on and more players are competing for work within the contract maintenance industry. If we cannot meet these market demands, someone else will. This is the environment we find ourselves in as we prepare to meet with our contractors in August to continue the collective agreement renewal process.


As always, we will be fighting for your interests, but our expectations need to reflect the reality that surrounds us. Our Committee has met with a number of clients who are under tremendous pressure to get in line with international cost structures. If these companies are not in position to grow, our members are going to have fewer opportunities to work. I am confident that we can strengthen our competitive position in the longer term, but we are going to need your support to do so. If we are realistic about what we can achieve in this economic climate, we can keep as many of our members as possible on job sites and position ourselves for continued success. That has to be our overriding goal.

Officers away from the office

Good day Brothers and Sisters

The annual Canadian Conference is being held in Toronto Ontario this year. Business Agent Doug Johnson, Business Agent Doug Casemore, Business Agent Pat Tilley, and I will be out of the office from July 12, 2016 until July 18, 2016.

Shortly thereafter the Business Mangers planning session with the Building Trades of Alberta is being held in Southern Alberta and I will be away from the office July 20, 2016 to July 23, 2016.

The Presidents, Business Agents and Business Mangers Conference is being held July 31, 2016 to August 3, 2016. Business Agent Doug Johnson and I will be away from the office.

At any time away from the office the Agents and I can be reached by Email by the staff at the Local 110 office in Edmonton or Calgary. However please be patient as we may not be able to respond until we are away from the conference floor.

 

$500 Health Spending Account

Good day Brothers and Sisters

By now all members should have received the notice from the Asbestos Workers Insurance Benefit Trust Fund of Alberta (Health and Welfare) regarding the 2016 changes to the health and welfare plan.

In regards to the $500 Health Spending Account members are required to have an up to date Pulmonary Function Test completed before August 31, 2016. If the Pulmonary Function Test is completed after that date the member will receive $250 Health Spending Account. To help facilitate members getting this test before the August 31, 2016 deadline the WOW center has opened the first two weeks of August exclusively for Local 110 members.

The WOW center has two locations at Synergy Respiratory Care #201, 501 Bethal Drive Sherwood Park Alberta and the other at #604, 8600 Franklin Ave Fort McMurray Alberta.

Suncor 2016 Industrial Wireless Program

Suncor is deploying the Turnaround Optimization Solution for the duration of the fall 2016 U2 maintenance event for Plants 64 and 66. This program uses wireless technology to enhance worker safety and improve efficiency during the event.

The wireless badges, which are equipped with a panic button to be used in emergency situations, will monitor individual fatigue levels and provide near real-time location information. Location and other data sources, such as schedule, are combined and analyzed in collaboration with our contractor partners to identify and mitigate roadblocks workers face during the event.

All workers supporting the fall 2016 U2 maintenance event for Plants 64 and 66 will be required to wear a wireless badge as mandatory PPE. Starting in early July 2016, new workers will receive their wireless badge as part of their onboarding process at Base Plant. Workers already on site will receive their wireless badge via contractor-specific sessions.

An overview of the program will be provided prior to workers obtaining their wireless badge.. At this time, the contract workers will be requested to sign a consent form detailing how their information will be collected, used, and disclosed. Individuals who participated in the spring 2016 event or fall 2015 pilot will be asked to re-sign the consent form.

Non-Union Workers

Good day Brothers and Sisters

Currently, with the large number of outstanding calls in the Union hall, some signatory contractors have been bringing manpower from the non-union sides of their companies without being dispatched through Local 110.

In some cases, these individuals are ineligible for dispatch through Local 110 for a variety of reasons. Some of these reasons include being inactive with RSAP, having invalid or expired work Visa, not being an active as permit worker with Local 110, or they do not have the certification that the contractor has requested for the call. All of these situations are breaches of the contractors’ contractual obligation to the members of Local 110.

As all members know, Local 110 has a permit worker system that has supplied hundreds of workers to our signatory contractors. In most cases our contractors are working with Local 110 in order to have experienced workers dispatched as permit workers. However, the few that are undermining the dispatch procedure need to be identified as soon as possible so proper grievance and legal action can be taken to protect the dispatch procedure for all Local 110 members.

At this time I am asking the Job Stewards to be extra diligent in checking the referrals of new hires coming to site and if the individual does not have a referral please gather as much information as possible and contact the hall so a proper investigation can be completed.
